[Suggestion] Make the +1 boost from skillcapes permanent so long as the cape is equipped

For any who don't know, operating your skillcape will offer a temporary +1 to it's respective skill, raising it to 100. This can be renewed at any time, however it's extremely inconvenient to have to do so every 60 seconds. This would give a nice reward for those who wish to continue training a particular skill after they've already reached its cap.
