I like her and don't know what to do

I 17f am in love with this girl 16f, I've been friends with her since i was 14. back just after my 15th birthday she confessed she liked me, i turned her down because i wasn't in the right place mentally. now i am but im not sure what's going on with her.

i moved schools in march so now i rarely see her (haven't seen her since March) and my heart aches bc on one hand, im the only person in the world she's 100% comfortable being herself with (shes said herself but its kinda obv in her behaviour around others) but she's scared to hang out so we never did despite my pleas.

i don't know what to do, i love this girl but everytime i even bring up the topic of hanging out she's like "maybe" "sometime soon"

im at a loss, how do i convince her.
