Is there any route for a multicultural Dragon Coast?

Maybe I just haven’t dug that really in the missions but it seems like both Gnome and Kobold mission trees result in mass culture converting all the others provinces and treating them as second class citizens at best, or mass expelling/killing them at worst.

But like, the region is both of their homes, so is there a way to make peace between Gnomes and Kobolds to unite for their love of shiny objects and hatred of the tall folk?
