Cannot pair Apple Watch Series 7 and iPhone 7

I dunno what I am doing wrong. Error message on iPhone says that a newer ios version is necessary, but it's on the highest available (ios 15.8.3) and according to the apple website, I am meeting the requirements. Has anyone had this issue and is there a solution?
