Planning to retire in India ( Chandigarh) from Canada

I am on a FIRE journey alongside my wife we are both 28 yrs old and planning to retire in 10 years. We were both born and raised in India till grade 12 and after spending last decade in here now our parents start getting old and we think we can achieve comfortably a FIRE number by 38. We are planning to have 2 kids in the spand of next 3 to 6 years.

What would be best neighborhood to live in Chandigarh with kids? We would definitely rent for first year and how much would it cost to buy a almost brand new 3 bedroom detached house in decent neighborhood? We are not into nightlife and more into nature and walks. We would definitely put safety at the top?
