Soldiers/Army Question

What is the limit or max number of how many soldiers you can have and recruit per in game day? Is it determined based on how many territories you own at the time? I end up spending most of soldiers per day defending my own turf and not enough to attack back. I could really use some pointers for strategy on winning the turf war. Thanks.
