Help me figure out how to clean / remove this buildup in shower drain

Figured that all of you DIYers and Pros that lurk on this board might have an idea of what is on the inside of this pipe, and on the tiles leading to it. We live in the SF Bay Area so I don't think its hard water deposits. I tried cleaning off the slate tiles carefully with CLR a while back to remove the white steak but little happened. I didn't want to get too agressive as slate tile is earily chemically damaged.
I didn't notice the buildup in the drain until recently when my wife commented to me that it is frequently turning into a bathtub in the shower, I use a seperate shower as we have very different work schedules and frankly hadn't noticed. Any ideas?
Forgive my horrible caulking job around the bottom of the tile. Never it done before and did a horrible job. Eventually it'll come off and I'll do better.
