G.T.I. Satcom Antenna and Rocket Fuel

How in the world do we get these items. The G.T.I. Satcom Antenna and the Rocket Fuel are both red items needed for the high level hideout upgrades for stash and CSD. I've been level 60 for a week now and spent the last 10+ hours of in match time almost exclusively trying to get these items. I've been spamming space city like crazy and even spamming Layali grove easy for the iron dome mission because it says the antenna is a possible reward. Countless runs with no success on finding these items. I definitely believe it is super dumb that they aren't just purchasable on the auction house. If not on the auction house then they shouldn't be this rare. Where the hell do we get these items? Is there a secret I am unaware of?
