Weapon Perks that need a buff

Many older Weapon perks are in need of slight buffs that would help them shine and grow build crafting potential.

Box Breathing - At one time one of the best perks in the game for Scouts and Snipers it's often overshawdowed but options such as Vorpal and Focus Fury.

Allow Box Breathing to work like whisper breathing, you keep the damage buff until you reload or leave ADS. 10% damage buff (5% for scouts) on one shot is pointless especially with the buff snipers have gotten.

1-2 Punch - This perks already is a decent place however it's short timer limits it's building crafting potential as well as the few melees it works with.

Allow 1-2 punch to work with all range melees and increase the time from 1.22 seconds to 3 seconds (4.2 seconds when enhanced). This would open up melee build crafting for more than just Titans.

Also put the perk on some fusions, this may be a bit too strong but I honestly think it'll help more than hurt the sandbox.

Chain Reaction - Since the rework of chain reaction for special weapons it has noticeable been underwhelming specifically on weapons without inherent blast radius such as Shotguns and Fusions.

It's still strong one weapons like special GLs but it needs further tuning of you want it compete on other weapon types.

Cluster Bomb - This perks has been a dead draw since it's nerf way back when. Undo the nerf increasing the damage and allow the bombs to spread effectively after impact. Rockets have several strong perks options for DPS and Ad-clear this give this perk some competing power while giving it a role in ad clear.

Outlaw - Once a go to PvP perk it's outshined by nearly everything making it niche at best and straight up garbage at worst. All the reload to be at least on par with Air Trigger and also give a handling and stability boost.

EDIT - More options have come up that I didn't think about

Adrenaline Junkie and Swashbuckler - Both provide a 33% damage buff at max but require more work than something like One for All that gives a higher buff for less work. Bump the max damage to 35%-40% and then adjust the other tiers accordingly.
