Who should I use Legendary Abilimon on?

I have Li Ling/Tang Xuan/Ophelia/Abigail/Sally/Lewis/Narmer/Sienna/Brewster and Gabrielle but her abilities are already maxed. I just started playing again recently so I only have 5 abilimon right now and idk who to use them on.
