Enemies / Dragons spawning in Vernworth?

Is this normal or just a bug? I turn the corner in town and there's a big 'ol dragon just standing near the Ox Cart. I attacked it and suddenly all the guards start fighting me. Weird. I killed everyone but it was just very strange that nobody was attacking it or anything.
