Rivers of Blood can be obtained after killing the Fire Giant.

As far as I know, the Rivers of Blood weapon could not be obtained after killing the Fire Giant (Elden Ring Wiki). Well, I just went to the Church of Repose to test out a new build and got invaded by Okina.

I saw on the wiki that Okina would not invade once the Fire Giant is killed, but as you can see in the linked picture, the Erdtree is ablaze. Meaning I killed the Fire Giant.

Funny thing is, I killed the Fire Giant exactly 2 weeks ago. Time of writing this post is 5:29pm on April 19th, got achievement of Fire Giant on April 5th, 5:22pm. Maybe that is something.

Anyway, do with this info what you like.
