Mystery Bag Duplicate Issue

Hey everybody, I ordered two mystery bags off of the app and they just got to me. I ordered the bottom bags and received two pairs of the same pants and two pairs of the same shorts. I was expecting it to be two different mystery bags with different items in each, did I misunderstand or is this bad luck/a mistake?
