texas to california?

my girlfriend is moving from texas to california on january 6, and i wanted to know what could be done to get her on california health insurance as fast as possible and preferably cheap too (She doesn't have a job)

I don't think she'd qualify for Medi-Cal because she isn't a california resident, or what fan be done? what is the cheapest plan she could possibly do while not being considered a california resident yet? what should she do? i can give extra information if asked, thank you so much
