Question about semi-historical 18th c petticoats

I have an over petticoat I'm working on for everyday wear, and I've figured out the front pleats. There's one problem tho- the back needs to pleat down from 140in to 30in. A standard pleat would pleat to 1/3 distance, not the 1/5 I need. So... option 1: some pleat type that I don't know about that would get it down to 30 in. Option 2: cartridge pleats that I'm worried would make the skirt look incongruous between front and back. Option 3: 1:5 gathers , but im worried about that for the same reason as 2.
