Should Govt Legalize Prostitutions ? Extra Revenue

as the title, Prostitution is a very big informal industry in India and there are unofficially millions of sex workers. Many of them have monthly income of more than six figure and earns all that in cash and don't even pay a single penny as a tax. The size of the industry is estimated to be more than 100000 crores.
Why dont the Govt Legalize it. The revenue received can be used for the welfare of the sex workers especially who have been thrown in this profession.

Government should operate brothels legally in big cities and tourist places where sex works can work without any harrasment and they can earn the revenue.
