We the people only have suggestions?, new to iowa bill process, USE to work too much to look into this

According to this bill process link, we (the people) only have suggestions for a new bill? Am i reading this correctly? I feel like we (the people) should have some sort majority vote too. At least, after all the congress and arguements have been presented. We (the people) can use those references to vote with. Our majority vote would likely lead to a more main stream announcement too. As of now, it was a pain to subscribe to new laws on top of it taking like 1/2 to review a "redefining tax payer" amendment. I am not sure about everyone else, i dont have time to review every bill in session (lists).
I say this because i have carreer in continuous improvement enviroment. I been on the union side and the standard work implementation side. One thing is for sure, if your not getting enough feedback from the union side; you miss tons of data (experts in the day a day procedures). For example, one side of the state can agree and new bill work for them. Then you go up the ladder and everything looks good on paper but then you completely leave out the other side of state. What if one side is more male older poplulation (looking for a retirement group) and then you got a more women population too busy to even know whats being done untill its implemented (possible abortion bill).
Btw not really pro anything (well pro-the people), just would like to have some sort of opinion too (majority the people vote).
