Unlimited Question

Australia kindle unlimited subscription. When it says a book price of say, $13.99, and you have to click on that price to download into your kindle - are you being charged that price when you have the unlimited subscription? I’m totally confused as I thought unlimited subscription meant books were “free” Thank you
