Building law- 60 year old mumbai building is not being redeveloped because ground floor owners don't want to let go their rental income.

I have a one bhk in a super posh mumbai suburb. Think Juhu,worli,peddar road types area. I cannot name the literal area for anonymity. Now the problem is the ground floor and first floor of that building is leased out to commercial uses. Owners are getting 2/3 lakhs a month in rental income just for freaking800sq.ft worth of space. The building is old af and certainly past the requirements for redevelopment.( I don't know the exact law but building is over 60 years old )

No builder wants to come forward to take up redevelopment of our project because just the ground floor apartment owner lady is a big bully and she's refusing to let go of her property. She's an influential lady and not some old naive aunty. She has got plenty of connections with Bollywood and politics. She was getting commercial tenants (a dentist clinic) which our society refused to allow. But somehow with her connections she bullied her way to allow the dental clinic to start because she's being paid hefty rent.

Cut to the chase there are only 7 owners out of 10 in our society agreeing to redevelopment. Others don't really wanna vacate. Is there a legal remedy to the situation? No developer wants to touch our building because the ones making rental income just won't vacate. We just cannot sell our single flat outright to somebody incase redevelopment happens in the future it will be a big loss.
