Are my parents responsible for wildlife on their property, neighbor seems to think so.

My parents had solar panels installed on the roof of their house. Pigeons have began to nest underneath the solar panels, are pooping down the side of the house, which falls onto the neighbors driveway. The neighbor has expressed concern about this, and has arranged for someone to come and visit my parents property (Without their permission) to assess how much it will cost to deal with the Pigeons. The neighbor has also noted that their other half would like my parents to pay for the car wash bill. Are my parents in any way responsible for the Pigeons on their roof?

Additionally, the same neighbor has expressed concern that badgers are burrowing in my parents garden, and has also requested that my parents deal with the badgers.
