Can’t hire

I have the lob points and room on my control team (I’m on day 3) but can’t hire (I used to have the perma agent mod installed but removed it from the base data folder and deleted it) does the game have a limit or am I being stupid and missing something (sorry if this is second time I’ve posted this my reddits being glitchy)
