With this build is better to craft a zinogre weapon or armor?

First of all sorry for the dumb or repetitive question. Next I wanted to ask you people, what would be the next course of action, craf the zinogre's legs or a weapon with better thunder element?. I have the worst rng and event with the HAT's adjustment I only get rarity 1 materials.

Also is the zinogre Lance worth it? Thank you in advance
