Best fighters not in the ufc?

Who are some of the best fighter not currently in the UFC I know of names like Vadim Nemkov Douglas Lima and Reiner de Ridder so woh are some of the best fighters in promotion such as PFL Bellator or ONE not counting former UFC fighters such as Mighty Mouse or Rory McDonald.
