How would you build aphelia? Is it a good commander? What are some finisher cards for this deck?

I know a good finisher is [[fynn, the fangbearer]] And [[bloodletter of aclazotz]] . What are your thoughts on this commander as whole? how would you build it? What’s a good finisher card?
