I can't Ron or Tsumo without Riichi??

I play Mahjong on Tenhou and occasionally Yakuza, and I have this weird thing where even if I draw a winning tile that would give me the ability to Tsumo, but I can't, leading me to discard the winning tile and putting me in Furiten. This NEVER happens when I do Riichi, so what's the problem??
