Who is smarter itachi or madara?

In my opinion people overrate itachi and underrate madara in terms of intelligence

Itachi may have been philosophical but that does not equate to intelligece alot, madara literally devised a plan that was made to create a new world against the entirety of shinobis on earth and got away with it had he not been betrayed

I dont think itachi would be able to do that in the same circumstances, ofcourse it was much easier for madara as hes much much above itachi in strength but regardless what do you think?
