Missing github.com/nixos ban entries?

Noticed that the most recent commit for pkgs/top-level/config.nix has a "banned user", at the very least his commit pfp is rendered similarly to how I am rendered now. The contribution shows that engagement with philiptaron was pretty recent, yet the moderation logs doesn't mention this user.

Just curious why this would be the case.

EDIT: A missing or invalid git config user.email on the commit message will prevent the profile picture from being rendered on commits. This is confusingly similar to the behavior that banned members exhibit, even if the email is still valid and linked to a github profile.
