Quest 2 paired in-app, but not in-headset

I just factory reset a Quest 2 that we've had for a year or two now (so I can connect my account instead of my brother's.) But when I got to the pairing stage, on my phone in the Meta Quest app, the headset is connected and paired as if it was fully set up, but in-headset it's stuck on the screen that says "Connect your device to the Meta Quest app to continue." even though it's already paired.

I've factory reset multiple times, re-downloaded the app multiple times, and tried going on the website to delete the device data, but the website doesn't show the Quest 2. I even tried side-loading v43 one time, but that did nothing.
