Generating your own rotaions

My school has a ranking system for several rotations sites but they are all very far from my home. I know it may be difficult to have all or most of my rotations in my hometown but I would at least like to have a couple close to home. I have the ability to do SGR (student generated rotation) but I have no preceptor prospects or connections. How should I go about finding rotations close to home? Should I cold call random clinics/hospitals in my area and ask if they allow PA students to rotate there? I’m not sure what to ask or who to talk to. any advice is greatly appreciated. TIA
