Does anyone know how to use the application WQSG_UMD

Hi! I want to apply a patch for an iso file for a psp game that I have and the instructions for the patch told me to use WQSG_UMD SVN r31 for applying the patch. So, I was trying to use WQSG_UMD SVN r31 and it told me to open the iso file (which I did) then when I hit the "apply patch" button it had me select a file to open it in but idk which file to choose. It also said the file needed to be in .wifp formant and I've never heard of that before. If anyone's even used this program before, what should I do?
