New player, should I invest in this?

Currently level 11 and still learning. I picked this up as a magic item, upgraded it to rare and threw an exalted orb on too and here we are. It seems REALLY good because my sorceress is currently lightning focused. Are these stats really good or is this a bad investment? If it’s worth it I’ll use another couple exalted orbs
