PC Lagging/Stuttering Upon Opening/Closing Applications

Hey all, I've been having some issues that started today where my PC will stutter (both visual and audio stuttering) for 5-10 seconds after closing or opening applications. The stuttering will also occur when I switch or open new tabs in web browsers, or toggle between full screen and minimized on applications.

The stutter causes my mouse to move slowly and choppily across the screen, audio to skip, and visuals to freeze. It goes away after 5-10 seconds and after that apps seem to run normally. CPU (R7 5800x) and GPU (6900xt) temps and utilization seem normal, so I don't think there's any thermal throttling going on.

Does anyone know what might be causing this issue and how to resolve it?
