Washing Machine Drain Cap

Hi, this is in a new townhome I just rented to some tenants. They just reached out saying they can’t get this off.

Any idea on how to remove this? I asked them if they turned it in the direction it says and they said it was stuck and wouldn’t budge even with channel locks (🤬), which they obviously broke it.
