Water pressure

Moon into the house a year ago and got the bathroom redone. Found that the water pressure at the bathroom sink was lower than what I was expecting however didn't mention too much about it It wasn't horrible. Since the winter months have been here the pressure seems to have decreased even more even at the bathtub faucet as well. Initially I've noticed that the kitchen sink water pressure is not as high as it possibly could be. I have someone come give me a quote on a home filtration system and they measure the pressure at the spicket at about 42 PSI. That spigot leaks slightly so the guy said it's possibly a pound or two psi higher actually. Can water pressure decrease in the winter months and one that's colder outside? What can be done to increase water pressure at The bathroom faucet and the bathtub? Does not being connected to city sewage and water have an effect on water pressure? Should I be talking to the city about increasing water pressure in my place?
