Buying cheap house in Portugal

Hi! I know this can be a controversy topic among locals but my mum would like to buy a house in Portugal. She is from another country in Europe so she has the right to live in Portugal. She doesn’t like her home country and wants to move here, however, she is old and doesn’t have a lot of money and she was hoping to get a small apartment for 90k but I see that the houses are very expensive, more than other Mediterranean countries and I am scared that for the price she’s looking for, it’s going to be a bad investment or the house is going to be in a bad area, etc.

Could you please tell me if now is a good time to buy a house in Portugal? And, where she can find decent flats for this price and that the city, neighbourhoods are safe, etc? I know it’s a lot to ask but my mum really wants to move to Portugal.
