How dangerous can a Firework Shell be?

I see not only few people light these things up with there head over the mortar. I would assume it could be deadly in worst case. I’m really shocked how careless people handle these fireworks. I mean in theory it’s like a old Blackpowder gun the only difference is it’s a larger bullet.
