How do I fix the USB thering???

I am using an Type C to Type C from my Samsung A40 and everything works fine.It connects, I set it to USB thethering and then when I try to install portmaster it says: Failed to dowload and when I got to screensaver it shows Wifi is off.Any idea on how can I fix?
