Will an outlaw pass ever come out again?

I’ve started playing RDO again after like 4 years only a few months ago and just recently found out about outlaw pass again. I honestly just want more customization for horse manes and tails cause the options are limited for me. I had never heard of outlaw pass before honestly but yeah.

Does anyone have any idea when they’ll release one? I’m curious about what else is in there and stuff. I did my research and could only find nothing about when one will come out, etc.
