Unsettling experience walking near Seattle Pacific University-Warning women in that area

I was walking back from Fremont and was around Florentia and Queen Anne Ave N when a man in a silver sedan pulled up into the curb just ahead of me. He comes out of his car holding a single bill in one hand and the other in his pocket, and approaches me in a way of distress while surveying the area and making no eye contact aside from the initial attempt to get my attention. It was 3pm in broad daylight so I moronically stalled for a second and he offered me a wondrous $50 for me to film him performing sex acts on myself. I just put out a prolonged nooo to find my safest point which was two movers a block away and booked it. I didn’t want to engage or find out what else he was holding. I post this as it gave me horrendous abduction concerns right by a college campus.
