Questions on how to execute this dress

Hi! I would like to sew a dress with the design of the pink top and the bottom of the yellow skirt. Do you have any tips on how to execute this? I have made things before but never as complex as this. The top is in a stretch fabric and i assume the bottom is in a non stretch. I think a stretch fabric would be best and easiest for the dress? How would i go about the pattern?
