Is sonic 06 really that bad?

It's 5 bucks for Xbox 360 digitally, I never played this game so I'm pretty curious, I know it's considered one of the worst games in history but is it really THAT bad? Was the game poorly made from a creative side or was it just a glitch and loading fest that brought this game down?
