Spectrum signed me up for an account without consent.

A couple of days ago, I was approached by a Spectrum representative. We started talking, and he said he could get me a good deal on internet and phone services. He gave me a price and said he would send the offer via email. He then asked for my name, address, and email, claiming these were needed to generate the offer.

At this point, I glanced at his tablet and noticed he was filling out a purchase order. I immediately told him I wasn’t purchasing anything. He assured me that there was no purchase involved and that I would receive a text message to confirm and view the offer. I received the text and saw that it was an order verification. I quickly hit "decline" and got a confirmation text stating that the order did not go through. I also made it clear to the representative that I was not agreeing to anything.

At no point did I sign or agree to anything (nor did I click on any links).

Today, however, I received a Spectrum modem in the mail, along with an email welcoming me to my new Spectrum account. I called Spectrum but was directed to a chat because their offices were closed. The chat representative told me to call back tomorrow to resolve the issue.

Again, I never agreed to open an account, I never signed anything, and the only verification text I received, I declined (with confirmation). I feel scammed, misled, and annoyed that Spectrum signed me up without my consent. I plan to call tomorrow to cancel, but I am worried about being charged.

Can I be protected from charges in this situation? (I live in California, if that helps.) Also, is there a way to report this and file a formal complaint? I have the representative's information because I suspected something was off and snapped a picture of his badge. I am happy to escalate this further. Thanks!
