Ineligible for benefits

I filed 2 weeks ago and I missed a call yesterday. I called back 30 minutes later but of course got her voicemail. Last night I got the email to verifyme but I haven't received the access code yet. I haven't heard back yet from the case worker and I saw now it shows benefits ineligible. Is that because I haven't verified my identity yet?
