SMS from the vietnamese ministry of justice?

Hello you guys! This morning me and my bf woke up to us both having received a text message on our phones from allegedly the vietnames ministry of justice. We have been travelling in Vietnam for 10 days now and are using vietnamese SIM cards. The text said something like: respect the laws of the country and be a driving force for the growth of the country or similar. Did we do something wrong? Is this real? Are those just normal messages you get? Would be really grateful about some perspective on this🙏🙏🙏
