I have two questions: one about event and one about syndicate procs

Title, asking 2 here because didn't feel like opening 2 threads.

First question is about the event: I'm in a clan of 2, I completed the personal rewards and got 260 best score, my mate DIDN'T complete personal rewards and got 392 points, so we're pretty much set for the BP reward. Question is, will my clan mate get the Ignis BP even if he won't complete the 2000 personal points step?

Second question is about syndicate procs, did they change how the gauge charges? I was using my Rakta Cernos before and noticed the gauge was filling faster but also depleting if i wasn't earning affinity. If memory serves me well it wasn't like this.
