How would you recreate StarClan?

Hi! I’m working on some heavy worldbuilding and I was curious on the communities thoughts on how they would reconstruct StarClan? I know as of semi-recently StarClan has become a discussion of contempt after somewhat choices that the ancestors have made. In the writer's sense as well the choices of characters being assigned where to go is probably another big one too.

However, I am not talking on the actions made by StarClan about specific characters as of right now in this moment; I am more so asking the question on how you would go about building StarClan from the ground up? What origins would you create StarClan from and what capabilities do they actually have on the living and spiritual world? Would you allow StarClan the ability to give them the chance to control the weather or not?
