What's wrong with my Silas

Hi guys. I pulled Silas in his last banner, though I'm finding his DPS underwhelming, at least, not as amazing as I thought it would be given the hype around him. Am I just way off the mark in how I've built him? Or does he really need awakenings/to be bonded before he will dominate?

He also has a 16/16 Spirit Siphon equipped and all skills are maxed out. At A0, with no Vierna bond

For reference, I'm mid-game, 90 or so days in and have cleared 19s in GR/AMR
