Why is the waterfront edge covered in temporary event railing? For safety?

For the last year I feel like there has been temporary fencing from near the Dockside restaurant, all the way to Chaffer's wharf. Does anybody know why? I presume it's safety related, but if so is there a permanent installation planned? Is it really necessary?
