Anyone else have issues loading notices and wish history?

The screen flashes like crazy while the notices or wish history load. Sometimes if a loading error pops up, there is just no X. No back button. Just nothing. Just a big ol' loading error. Even pressing esc doesn't work. I end up to having to close and reopen the game. Has anyone else had this or is it just me?
