>400 reroll pulls and still no Ellen

I think my IP/Mac address must be blacklisted, Mihoyo has some special logic in the code to deter rerollers, or I just have horrible luck in general because I have rerolled 45 times since zzz's launch, rolling between 9-11 times per reroll depending on starglitter earned, and I still haven't gotten Ellen yet. I only rolled three S star characters on the limited banner, all of which I lost the 50-50.

The chance of getting Ellen on a single pull is .3% (.6% divided by 2), which if I have pulled 45 rerolls * 9 limited pulls/rerun = 405 pulls (conservative, it should be more than this) and not gotten her is .997 ^ 405 = 29.6% chance. Now, I could very well just be on the lower side of luck, but I'm starting to feel like no matter how many more times I reroll, the game will not give me Ellen. However, I like rerolling so I'll continue and see how much unluckier I can get. I'll probably stop once it gets below 5%, or around a 1000 pulls (around 105 reroll attempts) which would definitely mean something is off. It may be worth mentioning that I'm also a strictly f2p player for Genshin, and in that game I have two accounts, my first account of which is average-badish luck, but for the other, newer account, I have not gotten a pre-75 soft pity 5 star character in the last 800+ pulls (it only happened once on the standard banner at the very beginning of my account), so I feel like I must be targeted or something? Anyone else having a miserable time as well?

TLDR: Rerolling, from my experience, seems to be rigged and you should not do it.
